We serve victims of domestic violence, sexual assault, child abuse, and other trauma with emergency assistance, community-based advocacy, short- and long-term housing, and professional counseling. Summary: The Human Resources Analyst is an advocate for agency employees and responsible for performing HR-related duties on a professional level. This position implements and directs the routine functions of Human Resources. The ideal candidate will be experienced in HR best practices and CA Employment Laws. This position will work closely with finance and administrative staff and will have access to outside HR consultation.

Primary Responsibilities:

Talent Acquisition

  • Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, collaborates with departmental managers to understand skills and competencies required for openings, and update job descriptions.
  • Monitors Job Descriptions, platforms for applications and collaborates with managers to review candidates.
  • Conducts background checks and onboards new employees
  • Reviews and assigns mandatory and best practice trainings.

Performance and Engagement

  • Provides support and guidance when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute tasks in delicate circumstances such as providing reasonable accommodations, mediation, investigating allegations of wrongdoing, disciplinary meetings, and terminations with the assistance of managers and HR consulting subscriptions.
  • Handles difficult staffing issues, including grievance and discrimination policies, resolving disputes, and administering employee relations counseling, performance improvement plans, and exit interviews with the assistance of managers and HR consulting subscriptions.

Compensation and Benefits

  • Oversee leave of absence process in compliance with company policies and state and federal guidelines.
  • Performs benefits administration, including changes to reporting.

Policy and Procedures

  • Assists in the development and implementation of personnel policies and procedures; prepares and maintains the employee handbook and the policies and procedures manual.
  • Reviews policies, procedures, and agency manuals annually to ensure compliance with mandated guidelines and/or best practices.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, wage compensations, and employment law.

Legal Compliance

  • Knowledge of employment-related laws and regulations, and may consult HR advisory subscriptions.
  • Will act as the official Custodian of Records for the agency; responsible for security, storage, and dissemination of records in compliance with federal and state regulations and agency policy, including personnel records and other confidential documents.
  • Maintains compliance with federal, state, and local employment and benefits laws and regulations, including all federal and state reporting (EEO-1, California Pay Data Report, EDD, Multiple Worksite forms and other mandatory surveys etc.) and recommended best practices.
  • Represent the organization at employee-related hearings and investigations, including Unemployment Hearings.

Other Responsibilities:

  • Regular and predictable on-site attendance.
  • Must demonstrate compassion, especially when staff or clients are experiencing complex issues or in crisis.
  • Must demonstrate cultural competence, to understand and value staff and clients’ unique values and perspectives.

·         Prepare required quarterly and annual reports as needed.

·         Safely perform all tasks to avoid injury to self and others.

·         Adherence to policies related to HIPAA, confidentiality, information sharing, and appropriate use of the agency-client database.

·         Excellent organizational skills and attention to detail.

·         Strong analytical and problem-solving skills.

·         Ability to prioritize tasks and to delegate them when appropriate, meeting deadlines in a timely manner.

·         Ability to act with integrity, professionalism, and confidentiality.

·         Performs other duties and assumes other responsibilities as assigned by the supervisor or Executive Team.

Qualifications:

Education: Associates degree in Human Resources, Business Administration, or related field preferred or relevant experience. SHRM-CP or SHRM-SCP highly desired.

Experience: Excellent verbal and written communication skills and interpersonal, negotiation, and conflict resolution skills. Proficient with Microsoft Office Suite or related software. Proficiency with or the ability to quickly learn the organization’s systems.

Transportation: California Driver’s License, availability of automobile for business use, and at least minimum auto liability insurance as required by law.

Additional Requirement: Must receive clearance from the Department of Justice Criminal Record Offender Information database. Must be at least 21 years of age.

PHYSICAL DEMANDS & WORKING ENVIRONMENT:

·         Environment: Standard office setting as well as your home office environment; occasional travel from site to site; occasional exposure to noise, dust, and fumes; stressful calls/situations.

·         Physical: Primary functions require sufficient physical ability to work in an office setting and field environment including travel to various locations; sitting for prolonged periods; standing for brief periods; climbing 3-5 stairs; operating office equipment including a computer keyboard.

·         Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate the equipment.

·         Hearing: Hear in the normal audio range with or without correction.

·         Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Must possess the ability to understand and appreciate diversity, and to be sensitive to different experiences and cultures. Works collaboratively with colleagues throughout the organization in order to model and support effective cross-departmental partnerships, trauma-informed practices, resiliency-building, and commitment to diversity and inclusion.
